Kao Data Founder and Exec Chair David Bloom to Assume Leadership Role, as CEO Doug Loewe Steps Down to Pursue Global Commitments

London, United Kingdom, 3rd July 2025 – Kao Data, the specialist developer and operator of data centres engineered for AI and advanced computing, has announced that Doug Loewe has stepped down from his role as Chief Executive Officer (CEO), handing over leadership to Kao Data Founder and Executive Chairman David Bloom, supported by the Kao Data Senior Management Team (SMT).  

As an avid, international philanthropist with a notable track record of supporting pioneering technology projects across Europe, Africa and the United States, Doug has decided to dedicate more of his time to this valuable work. 

Helping to facilitate this ambition, Doug, in collaboration with Kao Data’s Board, has put in place a strong organisational structure that empowers its existing, experienced Senior Management Team, under the strategic leadership of its Founder and Executive Chairman, David Bloom. 

As such, Kao Data’s SMT will continue to manage the company’s commercial, operations, human resources, finance and development functions, ensuring the highest standards of uptime and continuity across day-to-day activities, while delivering a host of strategic projects across the UK and Europe. 

During Doug’s time as CEO, the company won a range of multi-megawatt contracts from both new, and existing clientsacross the AI, Cloud and Enterprise sectors, which in-turn, have led to the recent development and commencement of construction of KLON-03, Kao Data’s new 17.6MW, hybrid-cooled data centre in Harlow, Essex.  

Kao Data also progressed the development of its £350m Greater Manchester data centre, and oversaw the appointment and transition of facilities management services for its industrial-scale infrastructure portfolio to CBRE.

Additionally, in line with his passion for responsible business, Doug also spearheaded Kao Data’s environmental, social and governance (ESG) initiatives, culminating in the company winning the ‘Outstanding Contribution to Diversity, Equality and Social Responsibility’ category at the recent DCS Awards.

If your application is successful, Harlow Council will transfer the grant by BACS.  Bank details (account name, number and sort code) will need to be supplied with a summary of accounts. 

Funding conditions:  If your application is successful, your project must be delivered by 31 December 2026. You will have to return any grant funds if the project is not delivered or the organisation receiving the funding stops operating.

A contract agreement will need to be signed between your organisation and Harlow District Council before any funding is granted.

Monitoring and Evaluation: Grant recipients will be required to provide an end of project report to establish whether the project has met its aims and objectives, as well as to assess the overall impact on participants. Funding for the project is provided on the basis that the Project Evaluation form is returned within the agreed project timescale (no later than 31 January 2027).

Risks and Liabilities: In giving grants the ‘Harlow Council’ will require the supported project organisation or groups to accept all risks and liabilities associated with the activity being supported. This will be a condition of the grant.  Copies of relevant documents may need to be provided if the application has been approved.
